At first I thought it was too big to be a Hawk. Not sure where I was going with the Red Taled Eagle though and It doesn't look like an Ospry to me. Do you have another picture J o?
The osprey is more of a fish bird….hawks will dive for small animals. We have one around here that swoops down and snags pigeons. They like to perch high and dive on to their prey. I'm assuming you live in the east by your profile, and if that's where the photo was snapped then it makes sense that it's probably a hawk. In the easten areas red tail hawks can almost be albino. And their tails more rust colored than red. I should have my friend Ted check this snapshot out…he's a true bird watcher.
It could be a juvenile Cooper's or Sharp-shinned hawk. We have a pair of Cooper's hawks which live in a very tall evergreen on our property and harrass the local bird populations. It is very hard to tell based on the particular angle of this photo.
